Discuss any relevant history related to the legislation, pertinent votes, and issues that are stalling the legislation, etc.: When was the bill first introduced to legislation and what committee/branch was it presented to? When did it pass and go to another committee/branch? How many yea and how many nays are documented? Provide a timeline for the bill beginning with the date it was first introduced.

Identify key supporters and those who do not support the bill: Who is/are the sponsor/co-sponsors for the bill? Why do they support it? Who are the individuals that do not support the bill? Discuss why they do not support the bill. Not all interested parties accept a policy, and efforts may be made to defeat a policy. There may be various viewpoints.

Explore the positions of the key stakeholders in the bill, both pros and cons. Do not make assumptions about potential key stakeholders: Identify the key stakeholders and discuss in detail the position of the key stakeholders.

NOTE: key supporters and key stakeholders are 2 different groups. Supporters would be those individuals that stand up or hold firm their belief in the bill with or without support from others. Stakeholders would be those individuals/organizations/companies/big businesses with a financial interest in the bill.

Discuss how the bill would impact a nurse’s ability to provide safe and quality care or to practice to the highest scope of the nursing license: (1 paragraph) – Describe the impact of the bill on nurses or the nursing scope of practice. This may vary from state to state. If/When the bill passes, how will it affect nursing care?

Explain specific actions that nurses can take to assist with the passage or defeat of the legislation: (1 paragraph) Why is this bill important to nursing? Discuss the roles of nurses in the process. What actions can nurses take to help with the passage of the bill? What can nurses do to defeat the bill, if applicable?
